n the western side of Kansas City's current inner business district is an historic neighborhood known as Quality Hill. Being located on a 200-foot-high bluff overlooking the confluence of the Kansas and Missouri rivers, what extends out below is the West Bottoms industrial area, prone to flood. On the return from the Pacific Ocean in 1806, the Lewis and Clark Expedition stopped here and speculated that the position offered a "commanding situation for a fort."
