Retaining Water

I mproving on reality. Standing on an earthen dam in the middle of the day and making long exposures to render slow wind-driven motion as a supple blur provokes several questions. In this scene what constitutes manipulation? Did those who decided to transform the watershed and dramatically alter the landscape thereby construct an artificial reality? And did I engage in photographic manipulation by placing a neutral density filter over my lens to reduce the ambient light thus allowing a longer than customary exposure? Guess I need to contact the self proclaimed photographic purists that adjudicate authenticity to get a ruling on this.
