pest is defined as a persistently annoying organism judged as detrimental to human health, the ecology or the economy. This can be another species, or miscreant humanoids. Most pests either compete with humans for natural resources or transmit disease to humans, their crops, or their livestock. Pests are very difficult to manage. The extent of the infestation coupled with the level of the threat determines the requisite regulation and control measures. Local humanoid pest control is exercised by the police, although inefficiently and often unsuccessfully. The next level of humanoid pest control is the military, encompassing the various branches of armed service. War is large scale pest control that also is generally ineffective. Of course things look different from the viewpoint of a cockroach.
