ot something I would desire in my neighborhood, scenes like this can be found in seedy locations in every large city I have experienced. I suppose the effort and resources required to remove such discarded objects is greater than the local community can support. Or perhaps the inhabitants like living in squalid surroundings and are simply exercising free will.
