L ooking up at certain buildings at an acute angle can be entertaining. The size and shape of objects, in terms of their visual appearance, changes relative to our apparent position to them. Often this reveals unusual geometric relationships probably not originally envisioned by the planning architect. This viewpoint, in concert with strong lighting effects, can make for interesting images.
The purpose of large scale timing devices incorporated into architectural structures is puzzling. Do these serve a useful public service, or are they merely decoration? My guess is the latter. But perhaps they are not there as a means of marking time, but rather a reminder of the importance of time in our culture. And when a clock stops, time must be standing still.
